Special theme of the issue

Within the framework of the United Nations annual campaign against gender-based violence against women and girls,  the National Human Rights Council (CNDH) launched on November 25th, 2021, Manskotch Ala El Onf (Don't be silent on violence against women and girls – Speak out), a one-year national campaign to last until November 25th, 2022, that aims to encourage and support women and girls victims of abuse and/or violence to report such crimes, to fight impunity for perpetrators and for that to be seen a civic duty.

-     Considering the persistence and complexity of the numerous forms of violence against women and girls, the consequent violations of their rights to physical and psychological integrity and non-discrimination, as well as the multiple obstacles to reporting, access to justice and establishing effective remedies for victims of violence;

-      Based on the escalating prevalence of violence in public spaces and digital spheres, the identification of offensive victim-blaming discourse while a lenient rhetoric exonerating the perpetrator/s in the name of " cultural and social norms” or that claim that victims have transgressed “traditions and customs of appropriate behavior for women and girls”;

-       Given the double violence to which women can be exposed in their quest for redress, whether by the perpetrator/s or by their surroundings, or through the media’s treatment of questions of violence by use of defamation, calumny and damaging personal reputation;

The Council wishes to foster reflections and a dialogue with those, across national or transnational contexts and across disciplines, working with the diverse questions surrounding violence against women and girls whilst putting in focus reporting all forms of violence and supporting the victims.

For the purpose of facilitating the creation of enabling environments to the exercise of the right to remedy, both judicial and non-judicial ones, through means of access to justice regardless of the victims’ social and legal status by providing legal aid as well as psychological support;
what are the systems, preventive approaches and best practices in place or that can be developed in order to achieve it?

Concerning legal and institutional frameworks relating to the protection against violence against women and girls, procedural practices for the protection of victims, their right to privacy and confidentiality as well as to prevent reprisals whether throughout investigation and litigation procedures or thereafter; how have international instruments and the implementation of guided ratifying states to harmonize their local legislations in addition to consolidating the principle of the supremacy of international principles and standards relating to human rights over national laws?

Special attention must also be paid to girl victims of violence in terms of ways to guarantee their best interests to enable them to make important decisions concerning their lives in areas related to their health, their sexual and reproductive rights, forced marriages or their exposure to other harmful practices and various forms of violence and/or discriminations.
